Looks like they are trying to protect the act from being scuttled entirely with all the infighting and bad press.

The thing that scares me about this is the peer review of the BSIA. Jane Lubchenko the new head of the NOAA has ties to Commercial fishing interests through her work with the PEW Trust and has already shut down the Red snapper To recs in the gulf. I am just nervous that this peer review is going to turn into a old boys club making decisions for everyone based on thier own interests. Just my .02
