Default mercury starter issue

I have a 2002 25 hp merc 2 stroke. my starter will not work unless i pull up the engagement gear to the flyweel then when i shut it off it will not start again. all i hear is a faint click. I know what it will cost if i take it to a shop, forget it. any one have any ideas? also ther is some kind of spring between the gear and the bearing on the starter shaft it doesnt look right.

I was kinda guessing starter solenoid... But with stuff visibly not looking right, or parts possibly missing?

The spring gear set up is called abendix drive... they need to be oiled LIGHTLY with 20 weight oil ( 2 stroke oil is also good)... two other problems are possible... bad connection at the cables or a stuck/worn starter brush ( common on prestolite starters used on most mercs.)
