Last spring there were already striped bass fishermen jigging off the Troy Dam by now, which was unusually early.
It is high, it is cold and brown, and no striper, herring or shad is in sight yet.
Federal regs post 9 11. New barriers and restrictions blocking access to the Green Island Power Authority hydro facility on the west end of the dam. Access has largely disappeared. There's a chain-link fence about 15 feet from the powerhouse, and a water barrier to keep boats away that bellies out from the raceway, about 20 or 25 feet from the dam.
To compensate, the Green Islanders have created a pathway from the parking lot down to the riverbank about 50 feet below the new barriers.

On Monday, there was great news for the shore-access striper fishermen who traditionally cast from near the Green Island power plant.
A boom that bellied out from the dam to keep boats from coming too close but interfered mightily with casting and drifting bait or working lures is gone.
Albany Engineering's Jim Besha, who oversees the plant's operation, says that after consulting with fishermen, village officials and others, it was decided to use unnamed alternative security measures from March 15 to July 1 every year, in place of the boom.
Law enforcement oversight has been stepped around the federal dam and the power plant area. Both State Police and DEC officers were handing out trespassing tickets after the boom was removed to those who were ignoring warnings to stay outside the fenced-in area by the dam.
How inappropriate to call this planet Earth when it is quite clearly Ocean.
