Get yourself an Eel trap, or a minnow trap if that's all you can find. Place a brick inside, and tie it down. Use crushed up mussels, or a similar offering. Place trap in river or tidal creek you know has Eels. Let it soak over night (hide the rope well, so no one will take it, or take a peak at what it is), check it the next day, add Stripers and enjoy.

I'm sure El's are pretty tough to get
Lots of money and some very special skills are probably required

Re: how do you catch els
Eel traps work well, but we always end up catching them when we dont want to. Go to a river bank in the evening with a cooler of ice, needlenose pliers and some rags. grab a size 4+/- hook, put on a piece of night crawler picked off the lawn and throw it in the water. There will be eels on soon enough if you suspend it. laying on the bottom, even in brackish water might produce catfish.
Handling them is always a slimey mess. but the ol' eel trap is always the best way to have lively ones that are -yet unhooked. Best thing to do is get a trap that will fit inside your cooler. put in plenty of ice, and a little water, drop the whole trap right in eels and all. When u need one, they are numb from cold and wont squirm all over sliming up your boat. They are also contained in the trap and easy to grab.
