Anglers don't have to pay a hefty entry fee or captain a high-dollar offshore boat to compete in what is perhaps the state's biggest saltwater fishing tournament. Winners can't expect to pocket big bucks but everyone who lands a "bragging-size" fish in one of 35 species will receive official recognition and a citation suitable for framing and showing off.

The competition is the 2004 North Carolina Saltwater Fishing Tournament, managed by the N.C. Division of Marine Fisheries. The tournament, which began on January 1 and ends on December 31, 2004, is open to anyone fishing in North Carolina waters.

The only qualifications are that fish must be caught on hook and line, and brought to the gaff or net by the angler. No electric or hydraulic equipment is allowed. Fish must be weighed by an authorized weighmaster or his representative at an official weigh station. Each fish must be recorded on an official application form, signed by the fisherman and by the weighmaster.

Some species can be entered without being landed. They are considered caught when the angler or mate touches the fish or the leader. In those cases, an official application must be completed with the exception of length and weight (amberjack, bluefin tuna, cobia, king mackerel, striped bass and red drum must have the length recorded). A witness must sign the application. The minimum weights for some popular species in the N.C. Saltwater Tournament are:

n Bluefish 17 lb.

n Cobia 40 lb.

n Croaker 3 lb.

n Dolphin 35 lb.

n Red Drum release only

n Flounder 5 lb.

n King Mackerel 30 lb.

n Spanish Mackerel 6 lb.

n Pompano 2 lb.

n Spot 1 lb.

n Speckled Trout 4 lb.

n Wahoo 40 lb.
