In the absence of noticeable quantities of bait, I always focus on structure where I think striped bass might be lying in wait for an easy passing meal, mussle beds, rocky areas where they may be hunting lobster & crabs, etc. There's usually
some kind of forage around, even if you can't see it.
Bucktail jigs with an Uncle Josh rind or curly tail grub are great for working the lower part of the water column. Throw in a couple top water lures like Redfins and poppers and you have a decent chance of getting their attention
