I live in Amityville and I bought my first surfcasting setup today. I got a 12ft shakespeare combo with 20lb cajun red line and a spinning reel...just something to get started learning with.
1) Which beaches are the best to fish (Jones ((which fields?)) tobay...) that arent way way out east?
2) What are the best rigs, techniques and bait types to use?

Field 6 at Jones is a good spot if you don't have the permit. You just need to get there early since that field tend to fill fast. If you are using bait a standard fish finder rig with a 5 oz pyramid or hatteras sinker along with a running shock leader of 40# minimum.
