do a compression check (I believe it's supposed to be around 100 psi for that model but double-check online). It's important that both cylinders are close to being matched. check craigs list and ebay to see what that model is selling for. $400 seems on the high-side but still within reason as long as the motor is healthy.

9.9 HP - Put it in a barrel full of water or on the boat in the closest body of water. Pump her full of gas and pull the cord. If she starts on the first or second pull run it for 5 minutes and then pay the man $400.00 and run for the door with your prize.
I have the exact same motor on my 14' rowboat. You'll see me out of Newburgh all spring. I don't have one complaint with the engine. Starts on 1 or 2 pulls every time and the boat goes like hell. I paid alot of money for it new, but it's 16 years old and worth every penny.
