There is. To fish in saltwater, you need to get a fishing license. This is free and easy to sign up for. You will need to do this every year. If you fish waters that border NJ, you will also need to acquire the NJ license too, also free.

New Jersey Registry [http://www.nj.gov/dep/saltwaterregistry/]

New York Registry [https://nyfgisales.appsolgrp.com/fgnyia/html/index.jsp]

When you sign up for this (in NY), it will seem like they are charging you. They are not and the cost is ZERO. Print out the licenses when you are done with each. NYS will also send you the license in the mail (wallet sized) for free automatically. NJ will not send you a license. You use the one you print out when done. It has been like this for about 3-4 years now.

What Salty says is true but incomplete. If you want to fish in the tributaries or embayments of the Hudson or if you want to fish for anything other than ocean-run fish (Stripers, Herring, Shad), then you also need a regular fresh water license. It costs $ but just get it and don't be a d....

I'm pretty sure since last year you can fish the tribs for only marine species and only need the marine reg.

Don’t think we quite have it all here, yet… The requirements depend on what part of the Hudson River you are fishing and what you are fishing for. If you are fishing downstream from the Tappan Zee Bridge (TZ), you are considered to be in the marine and coastal district, and you only need to enroll in the marine fishing registry. You do not need to purchase a freshwater license.
If you fish upstream from the TZ, and you fish ONLY for migratory fish from the sea, you only need to enroll in the marine fishing registry. If you fish only for non-migratory fish, you need a freshwater license. If you want to fish for both, you need to enroll in the marine fishing registry AND purchase a freshwater license.
If you are fishing in a tributary of the Hudson, the same rules apply as fishing upstream from the TZ.
Here is the link to the NYS DEC site:

Gee...hope I got that right...

cardboard is right, but I think everyone should support fishing and buy the license.

I stand corrected, if this quote from the DEC website is correct:
What license do I need to fish the tributaries to the Hudson River?

  • If an angler is fishing these tributaries for species other than "migratory fish from the sea," they need a freshwater fishing license.
  • If an angler is fishing these tributaries for "migratory fish from the sea," (such as striped bass, hickory shad, blueback herring, alewife) they will need to enroll in the recreational marine fishing registry.
  • If an angler is fishing these tributaries for both "migratory fish from the sea" and other species, they need both a freshwater fishing license and enroll in the recreational marine fishing registry.
