True on Line attached. Oh and its only rope on land once on board its called a line. I too welcome them aboard and offer them a cold one too. You should always have all the required equipment. Also I believe the day flag is required as flares are not too visible on bright sunny days.
i was checked a few weeks ago i had flares that were expired and he was going to give me a ticket for that. he said i needed some type of distress flag or flares i had a flag and he said i was ok but should get flares becuase i would probably be fishing at night. so i would think with just a flag you would be ok. hope this helps
cuda, he was just being a nice guy. Both flag & current flares are REQUIRED.

How about when they give you a ticket for not having enough PDF's.
Ask them to bring one aboard with them, all I am saying is it would probably be wise to just cooperate as well as possible so they don't throw the book at you and then bother you in the future.
I think perhaps they should set up at the road into the ramp and offer it on a weekend you'd be surprised how many dopes would refuse to launch fearing they would get a ticket cause their boat and themselves for that matter could not pass muster.

and that is exactly why I am all about having the proper safety gear and the laws being enforced because if people are good enough to know that they need the gear and have the proper gear then they are most likely mindfull of other fisherman. I find that when they are careless to have the proper stuff they are careless to other fisherman and boaters

ALL powered watercraft require a fire extiguisher! even if you're in a canoe, kyack, rowboat, etc. with any motor, including electric motors.
small motorized boats must have:
a wistle or horn.
an anchor.
fire extiquisher.
navigation lights. ( clamp -ons OK)
a paddle or oars.
a personal floatation device, PFD, for all persons onboard.
