The eel i would use on a rocky shoreline at night with a slow retrieve just off the bottom. The poppers are to be used at dusk and dawn but i use them whenever fish are crashing the surface and when the water is skinny off the shoreline. The poppers imitate injured baitfish so you don't wanna race the plug across the water. Stay in the zone for as long as you can. DO NOT set the hook until you feel the weight of the fish. This takes discipline because it's hard to wait when that popper gets tail-slapped around.
