There is/may be a mistake with the questions about do I have to register.

I live in NJ which requires me to register but one of the questions is
Do you intend to purchase a license in one of these states-NY being one of them I will purchase a license in NY but it is an out of state license and this will not cover me for NJ-or will it???? ANY one know???
